The State Budget and Your School District

Greetings from the office of the Superintendent!

I am wishing you all a wonderful holiday season.  No matter your beliefs or traditions, may you find joy in the spirit of the season.

Shelly 2Now to more serious topics. We do not often think of our local school district as being an extension of the government, but it is very clear at this point in time as we deal with legislative issues at both the state and federal levels.

THE STATE BUDGET:  We will soon have gone a full six months without a state budget.  To the York Suburban School District, that means we do not know what we are able to count on with regard to our  budget for the current school year, let alone the future.  We can only speculate what money will come our way or if it will at all.  We do not know what additional financial burdens will be placed on public schools.

Perhaps the greatest hardship is our inability to plan appropriately for next year and beyond.  With the ever-present goal of fiscal responsibility, the district builds a budget each year, looking out three to five additional years.  This is a difficult task and without knowing our current situation, planning for the future becomes even more difficult.  Nonetheless, the district is obligated to meet specific budgetary timelines and we will do just that.  To do so, however, we must plan and be prepared for the worst.  We have to assume that we will get no money from the state and prepare accordingly.  While in the end, I believe that will not be the case, it is our responsibility to be prepared.  Budgetary planning will continue to be based on the principle of preparedness.

ESSA LEGISLATION: At the federal level, historic legislation was recently passed in the Every Student Succeeds Act(ESSA).   This legislation will replace what we all come to know as the No Child Left Behind (NCLB) Act.  Indeed, both are wonderful names and who does not want every child to succeed?  Who wants to allow any child to be left behind?  [Read more…]

East York Elementary School unveiled its six feet high by 15 feet wide mosaic mural on Friday evening, December 18.

Featuring the East York dragon mascot, artist Justin Ayala created a piece that emphasizes diversity and inclusiveness at the school entitled “We may be different and unique, yet we are one East York Family.”

Made up of broken pieces of tile, the colorful artwork was funded by a substantial contribution from William Matthew (Matt) Vaughan, the husband of the late Martha (Marti) Schaffstall Vaughan, a 32-year teacher in the York Suburban School District.  The East York PTO, the Pennsylvania Council on the Arts, and the York County Cultural Alliance also contributed financial support for the project.

Matt Vaughan and Nancy Schaffstall Krasnesky, Mrs. Vaughan’s daughter and a York Suburban High School graduate, were on hand for the dedication in celebration of Mrs. Vaughan’s life-long love of education.

After the unveiling of the mural, the students eagerly rushed forward to show their parents which pieces of the mural they had placed on the wall outside of the school cafeteria.

For at least one family, the mural project was a multi-generation experience.  Steven Scalet, a 1988 graduate of York Suburban High School, noted his 9-year-old daughter, Sophia, who goes to East York, his wife, Debby, and his mother, Louise, all worked on the mural together. “A great artistic and community activity,” he said.

The unveiling was held in conjunction with the East York Elementary School PTO’s Family Fun Night, which included cookie decorating and the Holiday Secret Shop.

Indian Rock Elementary School students hosted an author visit by Todd McClimans on November 13.

Mr. McClimans is an elementary principal in the Red Lion Area School District, a former fifth grade teacher, and a children’s book author.   His middle-grade novel, “American Epochs: Time Traitor,” was a 2013 National Association of Elementary School Principals Children’s Book Award finalist.

After spending the morning speaking at an all-school assembly, the author taught mini-lessons and held questions and answers sessions with the fifth graders.  The Indian Rock Elementary School PTO  purchased autographed copies of “Time Traitor” for all fifth grade students to enjoy.
